What the role is really asking for

This is broader than recruitment operations. HMRC wants one strategic line connecting workforce plans, critical skills, attraction, apprenticeships, recruitment delivery, onboarding and retention. The evidence must show both system design and reliable execution at large scale.

The role also carries enterprise obligations: budgets, suppliers, employment and recruitment rules, apprenticeship funding, technology, data and cross-government influence. A strong application will show how you balanced those constraints while improving workforce outcomes.

Build the leadership case

Select evidence that proves three levels of leadership:

  1. Strategy: how you translated future workforce needs into an integrated talent plan.
  2. Delivery: how you ran high-volume or specialist services with pace, quality, governance and value for money.
  3. System change: how you improved pipelines, technology, candidate experience or capability across organisational boundaries.

Quantify the starting problem and the result. Useful measures might include time to hire, completion, retention, representation, supplier performance, programme quality, scarce-skill coverage or cost—not just campaign volume.

The panel will also need evidence of inclusive leadership through change. Explain the mechanisms you used—decision rights, measures, communication, assurance and development—rather than relying on values statements.
